Today I received a misdirected letter (addressed to a former occupant
of my house) which was stamped "Returned for carrier endorsement" in
red ink by the post office.

What does "returned for carrier endorsement" mean?

What does "returned for carrier endorsement" mean?
your carrier probably returned it knowing that the former occupant moved
out. he/she might have forgot to endorse it(prevents good as addressed
mail from being returned to sender). when that happens it gets sent
back to the carrier for endorsement. now if your regular carrier was
off the day you recieved that letter or you have a different carrier
every day(someone who doesn't know the people on the route) then it
could have been assumed that the letter was good as addressed and wasn't
supposed to be returned.

that's just one possibility.

So unless the carrier writes something on the envelope, saying
essentially "yes, there is nobody with this name living at this
address," it is considered good as addressed?

Gotcha - thanks for the explanation, I appreciate it!

Mail should not be RTS without a stated reason. You may not understand
some of the acronyms used to return, but there should be one.
