In a few weeks, I'm going to be doing a mailing of several hundred pounds
of books going to various international destinations. In the past we've
used ISAL, but items are subject to a 4.4 pound (2 kilogram) limit. I
believe the items will be 5 1/2 pounds.

Priority Mail International has no bulk mailing option. Single piece
rates are massively expensive. What's a decent alternative?

Hm. For a small discount, I can use Click-N-Ship for Business software
and some additional software for the postage meter, but this will still
be expensive.
